China Accepts Commercial Samples and Professional Equipment
Effective January 9, 2019
China will now accept ATA Carnets for Commercial Samples (CS) and Professional Equipment (PE). This expansion means China now accepts all 3 intended uses under the ATA Carnet Convention. Previously China only accepted ATA Carnets for Exhibitions and Fairs (EF) which is limited to 6 months or less from the date of entry. Both CS and PE are accepted to stay up to the full validity period of the carnet (up to 12 months).
Boomerang carnets recommends this China Carnet Toolkit when applying for entry to China under CS and PE for the first time:
- Contact a Carnet Specialist to discuss the details of your shipment: 800.282.2900.
- Include the official notice from the General Administration of Chinese Customs on Expansion of ATA Carnets Supervision (Chinese and English versions) with the shipment documents.
A copy should be provided when hand-carrying items under an ATA Carnet and a copy should be sent to any Freight Forwarders and Agents involved in transporting and clearing the goods.

- Get a translation. It is suggested that a Chinese translation of the Green Front Cover and General List be provided to assist Chinese customs in processing the ATA Carnet. With these new allowances of commercial samples and professional equipment, there will understandably be some hiccups at Chinese customs during the first year.
- Electronic Carnet Data Registration
- For all hand carried goods, after presenting Carnets for customs validation at the airport, the holder/representative must visit a CCPIT/CCOIC office to complete the data registration process within three days of entry. Call a CCPIT office if far from one to seek advice for options.
- For Cargo Shipments, Customs Brokers in China must contact the Carnet Guaranteeing Association, CCPIT/CCOIC, for electronic data registration before making import declaration to Chinese Customs.
- For all hand carried goods, after presenting Carnets for customs validation at the airport, the holder/representative must visit a CCPIT/CCOIC office to complete the data registration process within three days of entry. Call a CCPIT office if far from one to seek advice for options.
